Proposition 2: California’s School Infrastructure Bond
What is Proposition 2?
Passed by voters in 2024, Proposition 2 allocates $8.5 billion in funding for K-12 school facility upgrades through a matching grant program. Prioritizing under-resourced districts, English learners, and foster youth, the funds will support projects like removing lead from drinking water, building transitional kindergarten classrooms, modernizing school facilities, and expanding career and technical education facilities. The framework for how these dollars will be distributed was set through Assembly Bill 247, which encourages school districts to use the funds to modernize facilities with climate adaptation and energy efficiency strategies that protect students in the face of climate change and help the state meet its energy goals.
Why it Matters
Many California school buildings are outdated and increasingly vulnerable to extreme heat, wildfire, poor indoor air quality, and power outages. Proposition 2 provides a major opportunity to modernize these facilities and turn schools into safe, healthy, and resilient hubs for students and their communities.
What We’re Doing
The Climate Ready Schools Coalition is actively engaged with the Office of Public School Instruction to ensure that the dollars spent through Proposition 2 help advance healthy, efficient, and climate resilient schools.
The Climate Ready Schools Coalition helped shape Proposition 2 language to include climate-resilient infrastructure. We’re now working closely with the Office of Public School Construction to ensure that the implementation prioritizes healthy, efficient, and resilient schools. In February, UndauntedK12 and Ten Strands submitted a comment requesting that the Office of Public School Construction include guidance and tools for district leaders to ensure funds are invested in alignment with the state's resilience and decarbonization goals.
